                 Minutes of the Meeting held on 6th July 2015

786. Apologies for Absence:  Graham Yandell (Personal). David Lane (Personal).

787. Declarations of interest. There were no declarations of interest


788. Resolution to sign and approve Minutes of Regular Meeting dated 18th May 2015 and

       Annual General Meeting dated 18th May 2015  

These were signed by the Chairman as a true and accurate record of the meetings.


789. Matters Arising – from previous minutes for updates only

      i) Item 776 i) – Blocked ditch, Upper Stowe.

Action still awaited from KierWSP.

ii) Item 782 – Special Constables

As agreed the Clerk has written to the Northamptonshire Police and Crime Commissioner to complain about the waste of money on expensive marketing literature. No reply has been received.


790. Planning Approvals – Review of past planning applications                      

Nothing to report.

It was  agreed to review the planning application for the Boat House located opposite Wyndham House at the next meeting.


791. Statement of Accounts/Accounts for Payment.

           i) The balance of account in the Nationwide Building Society was £2819.75

          ii) Clerk’s Salary – April – June 2015 - £496.23

         iii) Clerk’s Expenses – April – June 2015 - £42.89

         iv) HM Revenue & Customs PAYE – April – June 2015 - £124.05

          v) CPRE – Annual Subscription - £36.00

Proposed by Jon Hillyard, seconded by Keith Mason and approved unanimously that the above accounts should be approved for payment


792. Planning Application Update

i) DA/2015/0287 Hillcrest , Main Street, Church Stowe

Planning Permission has been granted with the usual conditions


793.  Internal Audit Report – Y/E 31st March 2015

The Clerk reported that the Internal Auditor had signed off the Annual Return for Year Ended 31st March 2015 without any comment.

It was resolved that the Parish Council should accept and approve the Internal Audit Report.

Proposed by Keith Mason, seconded by Angela Brodie and approved unanimously




794. DDC Public Space Protection Order Consultation

The Consultation Survey was completed at the meeting together with a comment that the Parish Council regretted that the District Council had decided to make an annual charge of £250 to empty all new dog waste bins.   


795.  DDC Grants Scheme

District Councillor Kevin Perry explained how this scheme might benefit local communities. It was decided to pass the information to the Parochial Church Council


796. Northamptonshire County Council Consultation  - Mineral and Waste Local Plan

Contents of consultation were noted; no further action needed.


797. Parish and Town Councils’ Liaison Meeting – 11th June 2016

Sharon Henley had attended this meeting and gave a brief report. The only item of significance to Stowe IX Churches was an admission by the representative of Northamptonshire Police that, due to the number of parishes each PCSO needed to cover, it was unlikely they would have time to attend Parish Council Meetings.


798. Community Defibrillator

A report has been received from Jo Dickson that community fund raising for the defibrillators had reached the splendid total of £502 at the time of the meeting. In addition it was expected that this would be further boosted by the forthcoming BBQ organised by Graham Yandell. Depending on the final sum raised it may well be possible to purchase the defibrillators earlier than planned.


799. Radar Memorial

Information was still awaited from KeirWSP with regard to the two notice boards.


800. Highway Warden Report

In the absence of the Highway Warden there was nothing to report


801. Date and Venue of Next Meeting   

Next Meeting: 17th August 2015

Future dates: 28th September 2015, 9th November 2015.

All meetings will be held in The Old School Rooms Church Stowe at 8.00pm unless otherwise advised
