PCSO Mark Tooley who gave a brief crime report. Since the last meeting there had
been four burglaries, four thefts from motor vehicles and two attempted burglaries
from garages. He also reported a number of break- ins to motor vehicles parked at
golf clubs and to stables in Crick.

837. Resolution to sign and approve Minutes of Regular Meeting dated 28th September
2015 and interim meeting dated 10th October 2015.
These were signed by the Chairman as a true and accurate record of the meeting.
838. Matters Arising – from previous minutes for updates only
i) Item 821 i) – Blocked ditch, Upper Stowe.
Still awaiting update from Ian Smith, KeirWSP regarding the timing of the proposed
ii) Road Flooding on A5.
Highways England’s contractor, A-one+, have now carried out temporary repairs to
drainage pipes that had been damaged by tree roots. A permanent solution will be
implemented when funding (in the region of one million pounds) was available. This
could take up to two years
839. Planning Approvals – Review of Past Planning Applications
The Clerk reported that he had discussed with the Planning Officer the latest situation
regarding the application for one Gypsy Standing on land adjacent to the A5. The
Environment Agency have requested a full flood risk assessment which was being prepared
by the applicant.
840. Statement of Accounts/Accounts for Payment.
i) The balance of account in the Nationwide Building Society was £3612.10
ii) Stowe IX Churches Closed C of E School Room Charge Y/E 31.12.15 -
It was proposed by Keith Mason, seconded by Graham Yandell that the above account
should be passed for payment.
841. Community Defibrillator
a) Cabinet Installation
The appointed electrician – Baker Electrical – has unfortunately withdrawn due to
an accident. We have now received a quotation from M.J.Ireson to install the two
defibrillator cabinets at a cost of £121.50 plus VAT per box. This is almost half
the previous quotation. It was proposed by Angela Brodie, seconded by Jon Hillyard
and approved unanimously to accept the quotation. The Clerk explained that Mr Ireson’s
terms of trading were for payment within 14days of invoice date. As the next Parish
Council Meeting was not until14th December it was proposed by Jon Hillyard, seconded
by Sue Stanley that a cheque should be drawn and released by the Clerk after satisfactory
completion of the work
b) Training. Steve Gilkes has kindly agreed to hold a further training session on
Saturday 12th December 2015. At 10.00am in The Old School Rooms
842. Radar Memorial – Brown Tourist Sign
Councillor Amos agreed to contact our Member of Parliament, Chris Heaton- Harris
to ask for his support in obtaining a brown tourist sign on the A5. He requested
that the Clerk should send him details of the Radar Memorial
843. Transparency Code
The Clerk is still looking into the possibility of a web site.
844. DDC – New Dog Fouling Enforcement Rules
From 1st December 2015 dog walkersrisk a fine of £100 and potential prosecution
if they fail to:
Pick up their dog’s poo
Carry the means for picking up their dog’s poo while on a walk
Stop their dog from entering a fenced off playground
Place their dog on a lead when directed by a Council Officer
Put their dog on a lead around the visitor centre/cafe at Daventry Country Park
Some doubt was expressed by the Parish Council regarding the enforcement of the
Order. It was agreed to display a leaflet on the notice boards.
845. HGV Traffic through Stowe IX Churches
The recent increase in HGV vehicles through the village appeared to be due to work
being carried out by farmers in adjoining fields. As this was of short duration
it was agreed that no further action was necessary.
846. DDC – Local Development Scheme
Contents noted – no further action necessary at this time.
847. Superfast Broadband Update
The latest update from the County Council indicates a mixed situation with regard
to availability of broadband throughout the village. Parishioners are advised to
check with their service provider for availability. At the moment there is no scheduled
date for when we might expect an improvement in the poor reception areas.
848. Tree Maintenance – Main Street Church Stowe
Concern has been expressed about the possible dangerous condition of some of the
trees opposite The Old School Rooms, Main Street Church Stowe. A meeting has been
arranged between representatives of the Parish Council and the Tree Officer from
Daventry District Council on 26th November 2015 in order to consider what maintenance
work may be necessary.
849. Footpath Warden and Highway Warden Reports
Steve Gilkes reported that the footpaths are in good order. Some of the County
Council notices have been removed. He is continuing to progress the repairs to pot
holes with County Council Highways
